Constraints & Opportunities
Comprising two separate lots within a Heritage Conservation Area, the site is defined by its existing Victorian terraces to the street frontage. These heritage elements required retention, limiting redevelopment potential to the rear portion of the site. While this constrained the available footprint, it also created an opportunity to layer new development behind the preserved streetscape, maintaining heritage character while increasing site yield.
Design Strategy
The architectural design retains and restores the Victorian terraces, accommodating two retial or commercial tenancies at ground level that activate the street. To the rear, a contemporary addition is introduced, comprising a 16-room Class 3 boarding house. The new built form is carefully positioned to respect the scale and prominence of the heritage frontage, while efficiently utilising the rear of the site. The design balances heritage conservation with modern accommodation needs, ensuring functionality, privacy and amenity within a compact urban footprint.
Approval Pathway
The Development Application was assessed under the Affordable Rental Housing SEPP (now incorporated within the Housing SEPP) and was ultimately approved by the Land and Environment Court (LEC), reflecting a well-founded planning and design approach.
Outcome / Value Proposition
This project highlights how thoughtful architectural design can reconcile heritage constraints with contemporary development objectives. By retaining significant streetscape elements while intensifying use to the rear, the scheme delivers a viable, mixed-use outcome that enhances both the character and value of the site.
